شناسایی و اولویت‌بندی چالش‌های سازمان تامین اجتماعی در حمایت از صنایع صادرات‌محور

چکیده

هدف: صنایع صادرات‌محور به‌عنوان یکی از عوامل کلیدی رشد و توسعه اقتصادی کشورها، نقش مهمی در افزایش تولید ناخالص داخلی و اشتغال دارند. با این‌حال، حمایت موثر از این صنایع مستلزم همکاری و سیاست‌گذاری صحیح از سوی سازمان‌های حمایتی، از جمله سازمان تامین اجتماعی است. هدف پژوهش حاضر شناسایی و اولویت‌بندی چالش‌های سازمان تامین اجتماعی در حمایت از صنایع صادرات‌محور می‌باشد.

روش‌شناسی پژوهش: پژوهش از نظر هدف کاربردی و از نظر ماهیت در زمره مطالعات مدلسازی ریاضی است. جامعه آماری شامل خبرگان و کارشناسان سازمان تامین اجتماعی استان قزوین بود که ۱۰ نفر از آن‌ها به‌‌صورت هدفمند به‌عنوان نمونه انتخاب شدند. در این پژوهش از رویکرد دلفی فازی برای شناسایی و غربال عوامل و از روش ارزیابی اهمیت نسبی معیارها بر اساس مقایسه زوجی محوری برای وزن‌دهی و اولویت‌بندی استفاده شد. ابتدا ۳ معیار اصلی و ۲۲ زیرمعیار از طریق بررسی پیشینه پژوهش استخراج گردید و درنهایت ۱۷ عامل با تایید خبرگان نهایی شد.

یافته‌ها: نتایج حاصل از روش PIPRECIA نشان داد که در بین معیارهای اصلی، مشکلات مالی و بار مالی تحمیل‌شده به ‌کارفرمایان صادراتی با وزن0/389 در رتبه اول قرار دارد. چالش‌های قانونی و حمایتی با وزن 0/3433 در رتبه دوم و مقررات و فرایندهای پیچیده بیمه‌ای با وزن 0/2676 در رتبه سوم جای گرفتند. از میان چالش‌های فرعی نیز عدم تناسب میان مزایای بیمه‌ای و میزان پرداختی صنایع صادراتی، عدم تطابق بیمه‌های اجتماعی با نیازهای صنایع صادرات‌‌محور و نرخ بالای حق بیمه تامین اجتماعی برای کارفرمایان به ترتیب در سه رتبه نخست قرار گرفتند.

اصالت/ارزش افزوده علمی: پژوهش حاضر نشان داد که اصلاح سیاست‌های مالی و بیمه‌ای سازمان تامین اجتماعی و تطبیق خدمات بیمه‌ای با نیازهای خاص صنایع صادرات‌‌محور می‌تواند نقش مهمی در ارتقای توان رقابتی و پایداری این صنایع ایفا کند.
