بازطراحی حمایت‌های بیمه‌ای برای صنایع صادرات‌محور: اولویت‌بندی چالش‌های تامین اجتماعی با رویکرد دلفی فازی و پیپرشیا

چکیده

هدف: صنایع صادرات‌محور برای حفظ رقابت‌پذیری در بازارهای بین‌المللی نیازمند محیط نهادی پشتیبان، هزینه‌های قابل‌مدیریت و خدمات بیمه‌ای متناسب با شرایط فعالیت خود هستند. در این میان، سازمان تامین اجتماعی به‌عنوان یکی از نهادهای اثرگذار بر هزینه نیروی کار، پایداری اشتغال و امنیت اجتماعی، می‌تواند نقش مهمی در حمایت یا محدودسازی ظرفیت صادراتی بنگاه‌ها ایفا کند. با وجود اهمیت این موضوع، چالش‌های خاص سازمان تامین اجتماعی در پشتیبانی از صنایع صادرات‌محور، به‌ویژه در سطح استانی، کمتر به‌صورت نظام‌مند و اولویت‌بندی‌شده بررسی شده است. بر این اساس، پژوهش حاضر با هدف شناسایی و اولویت‌بندی چالش‌های سازمان تامین اجتماعی در حمایت از صنایع صادرات‌محور در استان قزوین انجام شد.

روش‌شناسی پژوهش: این پژوهش از نظر هدف کاربردی است و با رویکرد تصمیم‌گیری چندمعیاره انجام شده است. ابتدا با مرور ادبیات و بررسی پیشینه پژوهش، 22 چالش در قالب سه بعد اصلی شامل مقررات و فرایندهای پیچیده بیمه‌ای، مشکلات مالی و بار مالی تحمیل‌شده به کارفرمایان صادراتی و چالش‌های قانونی و حمایتی شناسایی شد. سپس با استفاده از روش دلفی فازی و نظر 10 نفر از خبرگان و کارشناسان سازمان تامین اجتماعی استان قزوین، چالش‌های اولیه غربالگری شدند و 17 عامل نهایی مورد تایید قرار گرفتند. در ادامه، برای تعیین وزن و رتبه‌بندی چالش‌های اصلی و فرعی، از روش پیپرشیا (PIPRECIA) مستقیم و معکوس استفاده شد.

یافته‌ها: نتایج نشان داد در میان چالش‌های اصلی، مشکلات مالی و بار مالی تحمیل‌شده به کارفرمایان صادراتی با وزن 0/389 مهم‌ترین چالش سازمان تامین اجتماعی در حمایت از صنایع صادرات‌محور است. چالش‌های قانونی و حمایتی با وزن 0/343 و مقررات و فرایندهای پیچیده بیمه‌ای با وزن 0/268 در رتبه‌های بعدی قرار گرفتند. در سطح چالش‌های فرعی، عدم تناسب میان مزایای بیمه‌ای و میزان پرداختی صنایع صادراتی، عدم تناسب بیمه‌های اجتماعی با نیازهای صنایع صادرات‌محور و نرخ بالای حق بیمه تامین اجتماعی برای کارفرمایان بالاترین اولویت را کسب کردند. این نتایج نشان می‌دهد فشارهای مالی و ناسازگاری خدمات بیمه‌ای با الزامات صنایع صادراتی، مهم‌ترین گلوگاه‌های حمایتی در این حوزه هستند.

اصالت/ارزش افزوده علمی: این پژوهش مساله حمایت بیمه‌ای از صنایع صادرات‌محور را از منظر چالش‌های اجرایی و سیاستی سازمان تامین اجتماعی تحلیل می‌کند و به‌جای طرح کلی مشکلات، آن‌ها را بر اساس اهمیت نسبی و نقش تصمیم‌گیری رتبه‌بندی می‌نماید. تمرکز مطالعه بر ترکیب دلفی فازی و پیپرشیا، امکان پالایش خبرگانی و اولویت‌بندی ساختاریافته چالش‌ها را فراهم کرده است. نتایج پژوهش می‌تواند مبنایی برای بازنگری در سیاست‌های حق بیمه، طراحی مشوق‌های بیمه‌ای هدفمند، اصلاح فرآیندهای اداری و تطبیق خدمات تامین اجتماعی با نیازهای صنایع صادرات‌محور باشد.
